I am currently reviewing Google+, and we are going to see "Friends" or "People" section. Navigate to https://plus.google.com/u/0/people/find > "Find People" tab.
On left hand side, you can see: Suggestions, Added you, & Gmail contacts.
In Suggestions - Google is suggesting me that I might be knowing following people. That's OK.
In Added You - Those people who have added me in their circles are shown, please see below
In Gmail Contacts - People whose Email ID I have in my Gmail contacts, and they have joined Google+ are shown, please see below
Now, if you want to add people one-by-one you can do that, though the UI for adding looks very sluggish. Anyways, please notice the additional button the right "Add All", this option is available to add all the people shown on the screen at one shot.
Now, my doubt is this to Google+ Interaction Designers - "If any XYZ fellow adding me is so important that you think i shall be doing a bulk-addition, what stops you from thinking that i would do the same for people in my GMAIL contacts? Why isn't there any "Add All" button in Gmail Contacts page ?"
I hope the Google+ team would correct this. I really wonder how could they miss something so fundamental. Well 2 more things to understand here:
1. Have you in circles: These are the people who have opted to Follow you; meaning your shares would be visible to them.
2. Your circles: These are the people whom you have added in your circles, means you want to Follow them. Hence, you would be able to see things they share.

People in your circles are Your Friends. Friends of friends would be Extended Circles, meaning those who are not directly in your circle, but are there in one of the circles of your friends. When you share something by choosing "Public", then it is visible to everybody on Google+, be it your friend or follower or not.
People who have added you in their Circles, are following you. I hope with this explanation, the concept of Circles would be clear to many of you guys.
